Note: This Proposed Airworthiness Directive (PAD) is issued by EASA, acting in accordance with
Regulation (EC) 216/2008 on behalf of the European Union, its Member States and of the
European third countries that participate in the activities of EASA under Article 66 of that
Regulation.

In accordance with the EASA Continuing Airworthiness Procedures, the Executive Director is proposing the issuance of an EASA Airworthiness Directive
(AD), applicable to the aeronautical product(s) identified below.
All interested persons may send their comments, referencing the PAD Number above, to the e-mail address specified in the ‘Remarks’ section, prior to
the consultation date indicated.

ATA 05 – Time Limits / Maintenance Checks – Certification Maintenance
Requirements and Airworthiness Limitations – Amendments


Manufacturer(s):

ATR-GIE Avions de Transport Régional (formerly Aerospatiale – Aeritalia, Aerospatiale – Alenia,
Aerospatiale ATR – ALENIA, EADS ATR – Alenia).

Applicability:

ATR 42-200, ATR 42-300 and ATR 42-320 aeroplanes, all manufacturer serial numbers.

Reason:

The airworthiness limitations and certification maintenance requirements (CMR) for ATR
aeroplanes, which are approved by EASA, are currently defined and published in the
ATR42-200/-300/-320 Time Limits (TL) document. These instructions have been identified as
mandatory for continued airworthiness.

Failure to accomplish these instructions could result in an unsafe condition.

Consequently, ATR published Revision 8 of the ATR42-200/-300/-320 TL document, which contains
new and/or more restrictive CMRs and airworthiness limitations tasks.

For the reasons described above, this AD requires accomplishment of the actions specified in the
ATR42-200/-300/-320 TL document Revision 8, hereafter referred to as ‘the TLD’ in this AD.

This AD, in conjunction with two other ADs related to ATR42-400/-500 and ATR72-101/-102/-201/-
202/-211/-212/-212A aeroplanes, retains the requirements of EASA AD 2009-0242 and EASA AD
2012-0193. EASA plans, when all three new Final ADs are effective, to cancel EASA AD 2009-0242
and EASA AD 2012-0193.

Required Action(s) and Compliance Time(s):

Required as indicated, unless accomplished previously:

Replacement of Life Limited Parts and Repetitive Maintenance Actions:
(1) From the effective date of this AD, accomplish the actions as required by paragraph (1.1) and
(1.2) of this AD, as specified in the TLD, as applicable to aeroplane model and depending on
aeroplane configuration.

(1.1) Replace each component before exceeding the applicable life limit.

(1.2) Except as specified in paragraph (2) of this AD, within the thresholds and intervals,
accomplish all applicable maintenance tasks.

Allowed One-time Exceedance of Threshold / Interval:
(2) For specific tasks, as listed in Table 1 of this AD, a one-time exceedance (grace period) of the
applicable threshold is allowed for those aeroplanes that are close to, or have exceeded the
applicable threshold, as specified in the TLD.

Corrective Action(s):
(3) In case of finding discrepancies during accomplishment of any task as required by paragraph (1)
of this AD, before next flight, accomplish the applicable corrective actions in accordance with
the approved ATR maintenance documentation, or contact ATR for approved instructions and
accomplish those instructions accordingly.

Aircraft Maintenance Programme (AMP) Revision:
(4) Within 12 months after the effective date of this AD, revise the approved AMP, on the basis of
which the operator or the owner ensures the continuing airworthiness of each operated
aeroplane, by incorporating the limitations, tasks and associated thresholds and intervals
described in the TLD, as applicable to the aeroplane model and depending on aeroplane
configuration.

(5) For an AMP that, on the effective date of this AD, is already updated to incorporate the
maintenance tasks and life limitation as specified in ATR 42-200/-300/-320 TL document
Revision 7, that action ensures (see Note 1 of this AD) the continued accomplishment of those
tasks.

Consequently, for an aeroplane to which that AMP applies, it is acceptable to accomplish the
new and more restrictive tasks and limitations, as applicable to aeroplane model and
depending on aeroplane configuration, to comply with paragraph (1) of this AD.

For that AMP, it is acceptable to incorporate the new and more restrictive tasks and limitations,
as applicable to aeroplane model and depending on aeroplane configuration, as defined in the
TLD, into the AMP to comply with paragraph (4) of this AD.

Recording AD compliance:
(6) When the AMP of an aeroplane has been revised as required by paragraph (4) or (5) of this AD,
as applicable, that action ensures (see Note 1 of this AD) continued accomplishment of the
tasks as required by paragraph (1) and (3) of this AD for that aeroplane. Consequently, after
revising the AMP, as required by paragraph (4) or (5) of this AD, as applicable, it is not
necessary that accomplishment of individual action is recorded for demonstration of AD
compliance on a continued basis.

Note 1: For affected ATR 42 aeroplanes registered in Europe, complying with the approved AMP, as
specified in paragraph (4) or (5) of this AD, as applicable, is required by Commission Regulation (EU)
No 1321/2014, Part M.A.301, paragraph 3.

The use of later approved revisions of this document is acceptable for compliance with the
requirements of this AD.
